In 1874, a convention promoted the idea of constructing drinking fountains by local chapters of the National Woman's Christian Temperance Union as a substitute for men satisfying their thirst in saloons. The W.C.T.U. chapter on Block Island decided to install a drinking fountain topped with a statue of Rebecca at the Well, which they sourced from the J. W. Fiske Iron Works catalog. This structure was erected in 1896 at the junction of Water Street, Ocean Avenue, Pilot Hill Road, and Spring Street.
